Catalysis of the reaction: DNA containing 5-methylcytosine + H2O = DNA with abasic site + 5-methylcytosine. This reaction is the hydrolysis of DNA by cleavage of the N-C1' glycosidic bond between the DNA 5-methylcytosine and the deoxyribose sugar to remove the 5-methylcytosine, leaving an abasic site.
